The third season is expected to air around early 2015 despite some hiccups regarding Maryland tax laws. The show's last two seasons were filmed in Baltimore but the location was under threat after a dispute broke out regarding tax incentives. Doug Stamper is likely to return to the show even though his character is believed to be already dead. This is because he has been featured in some promotional materials for House of Cards Season 3, indicating that he might not be dead after all.
In an interview with the Hufftington Post, Michael Kelly mentioned that he is unsure whether his character is to return. "I don't know -- they haven't officially said," Michael said.
"I have my fingers crossed," he added.
